                        I assume its either an attempt to duct air onto the brakes or around the wheels to reduce drag?

                          The idea is to direct the air in front of the wheel onto the ground in front of the tyre so that if the road is wet the water is dispersed so that the tyre doesn't travel through standing water. There are similar flaps in front of the front wheels.

                              Is that not just wishful thinking unless travelling at silly speeds, and even then?
